I totally dismiss your premise and so far the US is NOT South Africa nor will it be any time soon. You have to understand the motivation of the joggers in todays society. An urban area is a target rich environment. A rural society is NOT. A rural area, especially in the midwest is where ALL of your neighbors are suspicious of anybody that doesn’t belong there. And yeah, that’s all we have in our county of 900 square miles is the sheriffs department and they basically don’t have anything to do. So when there is an incident, no matter how minor, they come out in a rush like they were responding to a murder, every single time. Living rurally, reduces your exposure to ALL types of crime by a very large degree.
