“I agree with everything you said, obviously, and this is the point that really needs to be driven home. This is not about America being isolated by itself. It is about America, to your point, though, being able to take care of key components of its economy, and we all saw and lived through it during COVID-19, with certain things that we developed here — drugs, pharmaceuticals, technologies and other things. We have to wait for them to be shipped to us from China. And China wasn’t shipping anything,” Payne said.
Payne then listed the tricks other countries use to hurt the U.S.
“Forget about the official tariff number. All countries have these non-tariff barriers. In the case of the U.K. it was the procurement process. There was a customs process. They had some nonscientific standards for certain things. All of these things are de facto tariffs, and that’s what we have got to, that is that thing we have to eliminate – eliminate if we will have free and fair trade,” Payne said.
Payne said many foreign countries don’t need high tariffs to block U.S. products.
“They [China] weren’t taking anything from us, so [the] so-called fair trade, free trade, that was totally eliminated. This is a great first step, and what I really love about this particular deal is the non-tariff barriers,” Payne said.
Payne said the media continues to mislead the public by focusing solely on tariff percentages and ignoring the elaborate maze of red tape designed to keep American products out.
“This is another area where folks are being misled by the media. All the tariffs are relatively low,” Payne said.
President Donald Trump announced Thursday that the U.S. secured a new trade agreement with the United Kingdom, marking the first deal since the sweeping tariff measures in April. Speaking from the Oval Office, Trump said the agreement is set to be finalized in the coming weeks and will boost market access for American manufacturers.
Trump imposed a 10% tariff on most U.K. imports in April, alongside 25% duties on steel and aluminum. In return for easing tariffs on steel and automobiles, U.K. officials are offering to cut a digital tax on U.S. tech firms and expand market access for American goods, though the baseline tariff will likely remain unchanged.
